Ring Fan is the lead administration of a pedophile website, BLISS.

Ring Fan has been a member of BLISS since January 2002, and has worked his way up from being a regular member to becoming the lead administrator for the site.

Little is known about Ring Fan, except that he appears to be a pilot, living in Texas and previously lived in Michigan. It is unknown as to whether he flies professionally or just as a hobby. Most of his posts on the BLISS forums are rather generic and free of his opinions or views.
